EXCLUSIVE €250 million project to digitalize the National Agency of Fiscal Administration. Official talks with major global suppliers – SAP, Microsoft, Oracle, Amazon, IBM. Minister Adrian Câciu: We want quick solutions to reduce tax evasion

The government has begun talks with major global software manufacturers to speed up the digitalization of the National Tax Administration Agency (ANAF), according to a memorandum discussed in the secret act’s section of the executive. Finance Minister Adrian Câciu confirmed to Economedia and G4Media that the program is aimed at „accelerated digitalization, faster than the NRRP provides, and the aim is to build systems for the benefit of taxpayers so that they no longer have to deal with the ANAF on a daily basis.”

According to Economedia, the total budget for developing digital systems is €250 million. The Ministry of Finance has sent requests to the leading IT solution providers to submit solutions already proven in other EU member states, and the government’s plan is to have these systems up and running by 2023.

• Important: the systems to be acquired by ANAF will be interoperable with each other, but also with banking data, with the Stock Exchange system, with the IT systems of the Financial Supervisory Authority (ASF), the land registry, and the population register.
  The main companies with which the Ministry of Finance has started discussions are Microsoft, SAP, SAS, Oracle, Amazon, Google and IBM.

What systems the Ministry of Finance wants to digitalize:

– business to business (B2B) and business to government (B2G) invoices
– Virtual Private Space
– Standard Fiscal Control File (SAF-T)
– RO e-Transport integrated electronic system for monitoring road transport of goods with a high tax risk
– globalization of revenue
– digital customs
– VAT
