Government: the first billion euros of the Recovery and Resielence Plan was accessed. The money will be used for the renovation of buildings

The Romanian government announces that it has accessed the first billion euro of the National Recovery and Resilience Plan (NRRP), money that will go towards renovating buildings. Romania has already received an advance of €3.79 billion from the NRRP, but this money has not yet been spent due to a lack of procedures.

„The first €1 billion of the National Recovery and Resilience Plan (NRRP) has already been accessed. The European money will help renovate buildings across the country and is the best proof of how the Romanian Government is tackling the huge opportunity for development and modernisation of the country that this recovery programme offers. Through the Ministry of Development, Public Works and Administration, local or central public authorities will implement energy efficiency, seismic or fire safety programs. Romania has fulfilled its obligations under the NRRP on time and is already starting to make use of the almost €30 billion made available to us,” says a message from Prime Minister Nicolae-Ionel Ciucă.

At the end of February, the Ministry of Finance responded to Economedia’s request that Romania had not spent the funds transferred by the European Commission from the National Recovery and Resilience Plan (NRRP). The National Bank of Romania also recently told Economedia that the amount from the PNRR in the account opened by the Ministry of Finance had not been spent.

The money was not spent because the government had not yet finalised the procedures for transferring the money.

On Wednesday, European Projects Minister Dan Vîlceanu said that he had completed the procedure for funding agreements with almost all ministries.

„After the agreement is signed, there is a procedure where each ministry has to fill in a form and send it to us so that we can take the money from the budget of the Ministry of Investment and move it to the budgets of each ministry coordinating the reform. And after this procedure, for example, we can draw the money on the A3 motorway, within the limit of the amounts spent after February 2020, as foreseen in the NRRP,” he said.
